The global time range. We need this to differentiate between a local time selection, e.g., in the heat map, and the global time selection that is defining the sampling decision. We do this so that a selection in the heat map (which is based off the global time range) and the span list (which is based on the heat map selected time range) show consistent results.
Without this, it could be that an a selection of an empty area in the heat map produces results in the span list.
